As to the Chinese partners, yes, most of the American firms have parter firms in China, while as you said, the partner cost will be increased much especially, because both of them are growing at the same time, so the American firms will turn to the new parters, that's why they will get so many introduction emails every day.

Part size, and cycle time are also crucial to determining material delivery methods.
I have found using different materials for tooling components will also decrease cycle times by as much as 40%.
There is alot to be said with the initial mold design pertaining to cost of components, the mold build and cycle time saved.
Many customers wont spent the extra revenue on the proper manifold system, heat pipes, or even AmpCo inserts.
To best determine what is best for the overall performance of the mold and production of parts, you should consult a full service tooling supplier.
A lot of good points have been brought up but there is a lot of key information missing to properly answer the question.
I'm personally a fan of hot runner molds, especially in multicavity tools in the right application.
There are a lot of things that need to be considered up front though.
The resin that the part is being molded from has to be considered, production quantity (assume it's high as you're considering 4 cavities), program life, color changes, staff familiarity with hot runner systems, etc.

I can state from experience though that the US OEM's really didn't believe in their own cost models - sort of a "torpedos be damned" attitude.
For GM, their growing manufaturing and sales base in China trumped all short term costs.
The real goal was to develop the local manufacturing base in China, then do car assembly, then engineering .
until an entire car can be engineered, sourced and built there.
This makes sense longterm, but the short term plan was to import the parts back into the US for assembly here, and the near term costs were simply overwhelming.

Which it's helpful for Chinese and USA partners .
Of course, it suits the small parts and the quantity should be make sure big enough, anyway, Chinese factory should living on the products.
Our company quoted building a tool 2 weeks ago and our price was $32, 000 when the China price came in they were only $4, 000 less (this was specifying that they use the same quality components as us).
By the time you add on shipping you jump another $2, 000-$3, 000 - In addition to the shipping you have time delays in communication, proper communication, hoping they do everything correct, shipping time, etc, etc.
The inherent costs are ridiculous.
Companies do not consider this, they simply look at mold cost to mold cost.
It doesn't make sense and I am glad that some are finally figuring that out.
